Good evening,
Today, Ethereum developers officially scheduled EIP-7805, Fork-Choice Enforced Inclusion Lists (FOCIL), for the Hegota fork. The decision fulfills a commitment developers made last year to prioritize FOCIL in the upgrade following Glamsterdam.
With the consensus layer (CL) headliner now locked in, attention shifts to the execution layer (EL). Next week, developers are expected to decide which EL proposal will headline Hegota, a choice that may prove more contentious than today’s.
Tonight, I break down where that decision appears to be heading and preview an upcoming live Ready for Merge podcast episode focused on the Hegota EL headliner selection.

First, here’s a quick summary of the latest Ethereum developer call, All Core Developers Consensus (ACDC) #175.
Epbs-Devnet-0
“Kingy” from the Lighthouse client team said they will be ready for interoperability testing with their enshrined proposed builder separation (ePBS) implementation in the next week or two.
A representative from the Teku client team said they will be ready for interop next week.
James He from the Prysm team did not specify a timeline, but said progress is being made on their ePBS implementation.
PR #4843 discussing variable deadlines for block proposals remains open. It is not a blocker to ePBS interoperability testing, but the open design question will need to be resolved eventually.
Hegota CL Headliner Selection
Developers agreed to finalize FOCIL as the main headliner feature for the Hegota upgrade on the consensus layer.
